His Holiness Approves Proposal for Special Meeting on Tibet

Dharamshala: His Holiness the Dalai Lama has approved the proposal for the special meeting on Tibet submitted by the Kashag and the Tibetan Parliament-in-Exile, the Tibetan Parliamentary Secretariat said in a circular issued on Friday, 26 September.

'The office of His Holiness the Dalai Lama, in a letter issued on 18 September, said, "The detail proposal was submitted to His Holiness the Dalai Lama for his final approval. His Holiness approved the proposal and has directed to proceed accordingly."'

"As enshrined in article 59, in clause 3, of the Charter of the Tibetans in Exile, the programme for the special meeting has been finalized and intimations would be send to the representatives who are attending the meeting," the Parliamentary secretariat said.

The composition of the representatives for the meeting include members of the Tibetan Parliament-in-Exile (TPiE); former members of the TPiE; members of the Kashag; former Kalons; Dharamshala-based CTA officials above joint secretary; two members each from the rank below deputy secretary; two envoys of His Holiness the Dalai Lama; representatives of His Holiness the Dalai Lama; representatives of the Tibetan Settlements; two members each from the local assemblies; one member each from Bod Rawang Denpai Legul Tsogchung; one member each from the overseas Tibetan Associations; two members each from the Tibetan non-governmental organizations viz, Executive Committees of U-Tsang, Do-tod and Do-med, Tibetan Youth Congress, Tibetan Women's Association, National Democratic Party of Tibet, Gu-Chu-Sum, Ngari Chithun Association, Bod Gyalyong Chigdril Tsogpa and Bod Gyalyong Chapsi Tsondrol Tsogpa; heads of the Tibetan schools; six representatives each from the four schools of Tibetan Buddhism and Bon religion; one representative each from autonomous institutions viz, Tibetan Institute of Performing Arts, Library of Tibetan Works & Archives, Central Institute of Higher Tibetan Studies, Varanasi, Norbulingka Institute, Manjushree Center of Tibetan Culture, Darjeeling, Tibet House, Delhi, Head Office of the Tibetan Children's Village, Tibetan Home's Foundation, Mussoorie, Sambhota Tibetan Schools Society, The Central Council of Tibetan Medicine, Tibetan Medical & Astro Institute and Delek hospital.

The chief justice commissioner and the justice commissioners, and heads of the independent bodies of the Central Tibetan Administration would be invited to the inaugural and final day of the meeting.

The meeting would be convened from 17 - 22 November at the Tibetan Children's Village School in Dharamshala.

During the first four days of the meeting, ten or fifteen small committees would be formed to deliberate on the proposal and each committee will submit their recommendations to the general meeting on the fifth day. Based on these recommendations, a final resolution would be passed on the sixth day.

In a letter issued from the office of His Holiness the Dalai Lama on 11 September, His Holiness called on Kashag and the Tibetan Parliament to convene a special meeting on Tibet considering the urgent situation inside Tibet and the situation in the world in general.

Accordingly, a draft proposal was tabled in the house by Kalon Tripa and supported by the deputy speaker. The Tibetan Parliament-in-Exile unanimously approved the proposal during its sixth session on 15 September and was referred to His Holiness the Dalai Lama for his final approval.
